Inge Govaere heeft Rechten gestudeerd aan de Universiteit van Gent en behaalde in 1994 haar PhD aan de European University Institute van Florence. Ze werd in 1998 part-time en in 2000 full-time professor in Het Europees Recht aan de Universiteit van Gent. Sinds 1995 geeft ze ook les aan het Europa College van Brugge, waar ze sinds 2003 is aangesteld als directeur van het departement Rechten.

Professor Govaere heeft vele gast-lezingen en conferenties in België en het buitenland gehouden (VUB, ULG, Polen, Bulgarije, Hongarije, Yale University, Columbia University, Brazilië, Peru, Bolivië). Ze was Fullbright Scholar-in-residence aan de Cornell University, Ithaca, N.Y. (USA).

Inge Govaere is een lid van de Academische Raad van verschillende post-graduale instellingen (Europees College) en van wetenschappelijke advies-raden (e.g. de Hoge Raad van Industrieel bezit).

Professor Govaere heeft vele artikels gepubliceerd in rechtstijdschriften en boeken. Ze is co-editeur van de '1992 Challenge at National Level' (Nomos Verlagsgesellschaft, 1990) en auteur van de 'Use and Abuse of Intellectual Property Rights in EC Law' (Sweet & Maxwell, 1996). Ze draagt eveneens bij tot de opstelling van het tweede volume van de 'Oxford Encyclopaedia of EC Law'.
