Mr. Stephan Marquardt

Mr. Marquardt is currently Deputy Head of the Legal Affairs Division of the European External Action Service (EEAS).
Before taking up his duties at EEAS Headquarters, he was the legal adviser of the Delegation of the European Union to the United Nations in New York. From 1993 to 2007, Mr. Marquardt was legal adviser in the Legal Service of the Council of the European Union, with a focus on the EU's external relations and the common foreign and security policy, in particular in the areas of sanctions, counter-terrorism and EU crisis management operations. Mr. Marquardt also acted as agent of the Council in many proceedings before the European Courts.
Before joining the Council Legal Service, Mr. Marquardt worked for the law firm Baker & McKenzie in Frankfurt, Germany.
He is the author of several publications on the legal and institutional aspects of the EU's common foreign and security policy.
