Allan Rosas, Dr. Jur., Dr. Jur. h.c., Dr. Pol. Sc. h.c., is Judge at the European Court of Justice since 2002.
He is Senior Fellow of the University of Turku, Fellow of the Robert Schuman Institute for European Affairs, University of Luxembourg, and Visiting Professor at the College of Europe (Brugge) and at the University of Helsinki.
Before joining the Court of Justice, he was Professor of Law at the University of Turku (1978-1981) and at the Åbo Akademi University (1981-1995) and Director of the latter university's Institute for Human Rights (1985-1995).
He also represented the Finnish Government as member of, or adviser to, delegations to international conferences and meetings and held various expert functions in relation to Finnish legal life as well as to the UN, Unesco, OSCE and the Council of Europe. Subsequently, he was Principal Legal Adviser and Director (external relations) at the Legal Service of the European Commission (1995-2001) as well as Deputy Director-General of the said Legal Service (2001-2002).
His more than 400 publications are mainly in the fields of EU law, public international law, constitutional law and administrative law.
