Capacity Building in Higher Education

The Capacity Building in Higher Education (CBHE) action supports international cooperation projects based on multilateral partnerships between organisation active in the field of higher education. These projects involve organisations from both EU Member States and countries associated to the Erasmus+ programme, as well as third countries not associated to the Erasmus+ programme, but specifically aim to benefit the higher education institutions and systems in the latter countries.

Projects should not only address the modernisation of teaching programmes, but should also take into account governance, management and the strengthening of higher education’s wider economic and social ecosystems. Furthermore, projects should take into account overarching priorities of the European Commission, as well as specific priorities, depending on the regions involved. Projects can be implemented as national projects, multi-country projects within one region, or multi-country projects involving multiple regions.

The CBHE action is composed of three specific strands:

  • Strand 1 – Fostering access to cooperation in higher education: designed to attract less experienced higher education institutions and small-scale actors. Activities focus i.a. on enhancing the management/administrative capacity of HEIs, ensuring high quality and relevant education, and increasing the accessibility of students/staff with fewer opportunities.
  • Strand 2 – Partnerships for transformation in higher education: designed to address challenges of third country HEIs, introducing new approaches and initiatives, transferring experience, competencies and good practice, affecting not only the institutions but also society at large.
  • Strand 3 – Structural reform projects: designed to support efforts in third countries to develop sustainable systems of higher education to meet socio-economic needs and to create a knowledge-driven economy. Competent National Authorities of these third countries should be involved in structural reform projects.

  • Strand 1: 24 or 36 months

  • Strand 3: 36 or 48 months
