Coordination and Harmonisation of National and Thematic Initiatives to support EOSC

Project description

EOSC-Pillar brings together the representatives of the fast-growing national initiatives for the coordination of data infrastructures and services in Italy, France, Germany, Austria and Belgium in order to establish an agile and efficient federation model for trans-national open science services covering the full spectrum of European research communities.

Our proposal aims to implement some of the fundamental pieces of the bigger EOSC jigsaw, within a science-driven approach  which is efficient, scalable and sustainable that can be rolled out to other countries. National initiatives are at the heart of our strategy, for their capacity to attract, coordinate and enable convergence of many key elements of the complex EOSC ecosystem and for their intrinsic sustainability. We will demonstrate how initiatives are at the root of the living research communities in each country, through thematic use cases involving trans-national networks working to implement FAIR data practices.

Through the harmonisation and coordination of national initiatives, EOSC-Pillar will be able to support the gradual alignment of policies and practices between countries and compliance to EOSC standards.

We are convinced that by federating national initiatives through common policies,  FAIR services,shared standards and technical choices, EOSC-Pillar will be a catalyst for science-driven trans-national open data and open science services offered through the EOSC portal.

These initiatives will emanate the promotion of FAIR data practices and services across scientific communities, propagating best practice, and igniting opportunities for interdisciplinary approaches in the EOSC.

Above all, our vision is that national initiatives are the key to involve live user communities and research infrastructures not just as test-beds to propose solutions, but in their very design and sustainable evolution. For this reason, EOSC-Pillar’s work plan is built around selected user-driven pioneering pilots, from nine diverse scientific domains with mature programs, that will demonstrate the EOSC in action and provide valuable input to guide  the trans-national roll out of services for other communities.

Although national initiatives share a common vision and common objectives, they are independent from the EOSC itself. They have their own sustainability which is rooted in the specificity of their user communities and their funding models. Therefore, their development and integration into the EOSC framework, will add resilience to the whole structure and be the cornerstone on which to build the long-term sustainability of the EOSC.


Objectives

These are the objectives of EOSC-PILLAR

•    Analyse the state of the art of existing national initiatives and services for computing and data services in the countries involved, and support their consolidation
•    Harmonise procedures for the delivery of horizontal enabling services for research data across countries
•    Co-ordinate with other initiatives to achieve harmonisation across different regions, countries, and transnational research communities to build a truly inclusive EOSC
•    Promote the uptake of FAIR data practices and services at national levels and across scientific communities and national borders.
•    Enable non-commercial trans-national services to be accessed through the EOSC portal
•    Support the growth of an active community of stakeholders in each involved country, who will actively contribute to the success of EOSC
•    Propose viable business models for the sustainable provision of trans-national services.


Role of Ghent University

Ghent University is project partner, mainly focusing on activities around communication and dissemination; training and uptake of FAIR data, guidelines on data stewardship and the national initiatives survey
