Steel is Europe's best-protected sector. What does that mean for offshore wind?

The European Union is erecting a strong shield around its own steel industry. A combination of measures is restricting steel imports into the European market. This has implications for other sectors that make extensive use of steel, such as producers of offshore wind turbines and key turbine components. This BE-WISE Insight discusses the consequences of the EU’s recent steel policies for the offshore wind sector and offers recommendations. To prevent protection for steel from harming the wind sector, additional targeted protection and support for the latter will be needed. Above all, there is a need for a synergistic climate and industrial policy for steel and wind, so that the expansion of European renewable energy and European green steel mutually reinforce one another.

Staal is Europa's best beschermde sector. Wat zijn de gevolgen voor offshore wind?

De Europese Unie trekt een sterk schild op rond de eigen staalindustrie. Een combinatie van maatregelen beperkt invoer van staal op de Europese markt. Dat heeft gevolgen voor andere sectoren die veel staal gebruiken, zoals producenten van offshore windmolens en belangrijke onderdelen van deze turbines. Deze BE-WISE Insight bespreekt de consequenties van het recente Europese staalbeleid voor de offshore windsector en doet een aantal aanbevelingen. Om te vermijden dat bescherming van de staalsector nadelig voor de windsector uitdraait, is extra gerichte bescherming van en steun aan deze sector nodig. Bovenal is er nood aan een synergetisch klimaat- en industriebeleid voor staal en wind, zodat de uitbouw van Europese hernieuwbare energie en Europees groen staal mekaar versterkt.

Europe still builds the world's wind turbines, but for how long? Five facts from trade data

As the European Commission increasingly focuses on trade and supply chains in clean technologies, this BE-WISE Insight presents five key facts about offshore wind based on international trade data. The EU remains the world's largest exporter in nine of the ten key component groups examined in this study and accounted for 54% of global wind turbine exports in 2024. Yet its lead has narrowed substantially over the past decade. Permanent magnets stand out as the sector's main supply-chain vulnerability, with China supplying 74% of EU imports. At the same time, access to the Chinese market remains far more restricted than access to the European market. For Belgium, the data point to strengths in foundations and gearboxes rather than in turbine manufacturing.

Nu de Europese Commissie meer aandacht besteedt aan handel en toeleveringsketens in schone technologie, presenteert deze BE-WISE Insight vijf kernfeiten over offshore wind op basis van internationale handelsdata. De EU blijft de grootste exporteur ter wereld in negen van de tien onderzochte componentgroepen en was in 2024 goed voor 54% van de wereldwijde export van windturbines. Tegelijk is die voorsprong het voorbije decennium sterk afgenomen. Permanente magneten vormen de belangrijkste kwetsbaarheid in de toeleveringsketen, met China als leverancier van 74% van de EU-invoer. Ook de markttoegang blijft onevenwichtig, met veel grotere belemmeringen voor Europese exporteurs naar China dan omgekeerd. Voor België wijzen de data op sterktes in funderingen en tandwielkasten eerder dan in de productie van windturbines.

The 2022 energy crisis revealed that geopolitical dependencies can be strategically instrumentalized, while the acceleration of renewable energy simultaneously increases the EU’s reliance on Chinese technologies. This Insight analyses the European Commission’s latest initiative, the Industrial Accelerator Act (IAA), with particular attention to measures aimed at preventing a dependency relationship with China in the European offshore wind sector.

Offshore wind has emerged as a strategic priority for both Japan and the European Union, two resource-poor regions seeking to reduce fossil-fuel dependence, advance decarbonisation, and insulate their economies from recurring energy shocks. In an era of sharpening geopolitical uncertainty, that strategic weight is only growing. This paper examines how both regions can create a strategic advantage by placing cooperation between partners that share similar values and visions at the forefront. It is argued that joint supply-chain development for wind turbines, permanent magnets, and HVDC infrastructure can enhance the resilience of both regions.

Subsidizing the green transition: State aid in Belgium's offshore wind sector

As global industrial policy shifts and EU state aid rules relax, this BE-WISE Insight examines the role of government support within Belgium's offshore wind supply chain. Analyzing state aid cases between 2017 to 2022, we show that 16% of the Belgian offshore wind firms received state aid totaling €134.3 million, which is predominantly directed toward R&D and innovation and shows positive links to employment and value creation.

Financieren van de groene transitie: Staatssteun in de Belgische offshorewindsector

Terwijl het wereldwijde industriële beleid verschuift en de Europese staatssteunregels versoepelen, onderzoekt deze BE-WISE Insight de rol van overheidssteun binnen de toeleveringsketen van de Belgische offshorewindsector. Een analyse van staatsteuncases tussen 2017 en 2022 toont aan dat 16% van de Belgische offshorewindbedrijven staatssteun ontving voor een totaalbedrag van €134,3 miljoen, wat voornamelijk gericht is op O&O en innovatie en positieve effecten toont op werkgelegenheid en waardecreatie.

This paper examines how Donald Trump’s “war on wind” affects Europe’s wind energy sector within an increasingly bipolar global energy order. While the European Union positions wind energy as a cornerstone of both its energy transition and industrial policy, the United States under Trump—portrayed as a modern Don Quixote—has launched an explicit political and regulatory offensive against the wind industry. At the same time, China’s dominant position in wind energy adds further geopolitical pressure. This paper analyses how Trump’s policies reverberate across the Atlantic and argues that the EU increasingly views the wind industry through a strategic, geopolitical lens.
