Dr. Dmytro Panchuk

Dr. Dmytro Panchuk is a postdoctoral researcher affiliated with GIES and Executive Officer at the European Group for Public Administration (Brussels). From January 2021 to February 2026, Dmytro worked as a postdoctoral researcher and lecturer at the Department of Public Governance and Management, Ghent University. In 2017, he defended his PhD in Political Science at the Centre for EU Studies (which has since merged to form GIES). He also holds a Master of Public Administration from Kansas State University (USA) and a Master of Arts in English and French Philology from Ostroh Academy (Ukraine).

Dmytro’s research interests lie at the intersection of European integration, democratic governance, and politics and society in Central and Eastern Europe. Drawing on both quantitative and qualitative methodologies, he has authored multiple academic and policy-focused publications on EU enlargement, capacity-building instruments such as Twinning, as well as security and governance reforms in accession countries. Dmytro’s cross-cultural teaching portfolio spans Bachelor’s and Master’s level courses in disciplines such as comparative public administration, political science, EU foreign policy, and professional English.

He regularly delivers guest lectures, contributes to thematic events, and provides expert commentary on related current affairs. He also contributes to the work of the Knowledge Centre “Ukraine and Eastern Europe”, an interdisciplinary centre based at Ghent University providing an academic platform for voices and narratives from the region and countering the colonial "russocentric" approach in related knowledge production.
