Dr. Li-Wen Liao


After receiving my PhD. degree at the Ghent Institute for International Studies (GIIS), I continue enjoying my academic life as a research affiliate of the institute. Hence, I keep studying the issues about international space politics and global space governance. Very gladly, two books, The Regime Complex of Global Space Complex - The International space politics of the 21st Century and Space Policy, International Politics and Global Governance (in Chinese) were published in 2016 and 2019 respectively. Lately, I become triggered to investigate a few case studies about the growing regional space cooperation and coalition as well as the aspiration of the space middle nations. Some concrete outcomes were presented at different international space events, such as International Astronautical Congress (IAC), European Space Week and others. Some of these research results were published in the scientific journals, namely the Review of Global Politics, Taiwan International Studies Quarterly, the Journal of Aeronautics, Astronautics and Aviation.
From 2017, I become the co-organizer and the coordinator of the annual space conference - UP³ to Space Policy Forum, an international space event supported by the R&D Foundation of the National Cheng Kong University (NCKU) and Taiwan's Space Organization (NSPO). Gathering international space policy-makers, academia and experts as well as the non-governmental actors to debate and discuss the national space policy-making matters, promote international space cooperation and demystify the complexity of global space governance are the main goals of this yearly policy forum.
