Abstract

Context and doelstelling van dit onderzoek

Ondanks het prohibitieve karakter van de internationale drugconventies (1961, 1971, 1988), blijft er een flexibele interpretatie mogelijk in het kader van de ontwikkeling van het nationale drugsbeleid. Deze flexibiliteit heeft diverse invullingen wat betreft het cannabisbeleid geïnduceerd: legalisering, decriminalisering, depenalisering. Het heeft onder andere ook geleid tot de oprichting van Cannabis Social Clubs. Cannabis Social Clubs (CSC's) zijn verenigingen zonder winstoogmerk die op een collectieve wijze een beperkte hoeveelheid cannabis produceren ten behoeve van het persoonlijk gebruik van hun volwassen leden.
Dit fenomeen breidt (inter)nationaal zich alsmaar verder uit, maar er is nog te weinig over geweten in de wetenschappelijke literatuur. Hoewel dit model meer en meer wordt bediscussieerd op internationale fora, is empirische data over hoe CSC’s georganiseerd en gestructureerd zijn, hoe CSC’s dagelijks functioneren of wie hun leden zijn heel beperkt.
Deze studie beoogt CSC’s te analyseren vanuit 3 dimensies:

  1. De structuur en organisatie van een CSC in België
  2. De socio-demografische kenmerken en patronen van druggebruik van de leden
  3. De cannabis geproduceerd in de CSC’s

Methodologie

Dit onderzoek is de eerste diepgaande empirische analyse van hoe het CSC-model functioneert in de praktijk. Om de bovenstaande doelstellingen te realiseren, zullen volgende stappen worden ondernomen:

  • Literatuurstudie van internationale literatuur
  • Kwalitatieve interviews
  1. met internationale academische experts;
  2. met de leden van de raad van bestuur van elke CSC in België.
  • Analyse van zowel de interne documenten als de officiële websites van de clubs. Aanvullend een analyse van de Nederlandstalige en Franstalige mediaberichtgeving betreffende de clubs
  • Survey van alle leden van de CSC’s in België
  • Toxicologische analyse van cannabisplanten (deze analyse zal worden uitgevoerd door het labo van het Departement Toxicologie en Farmacologie, KU Leuven; Prof. Dr. J. Tytgat)
