Horizon Europe Cluster 1: Health

Structure of the Cluster 1 programme


The research programme under cluster 1 consists of 6 destinations:

  • Destination 1: Staying healthy in a rapidly changing society  (call ID: STAYHLTH)
  • Destination 2: Living & working in a health-promoting environment (call ID: ENVHLTH)
  • Destination 3: Tackling diseases & reducing disease burden (call ID: DISEASE)
  • Destination 4: Ensuring access to innovative, sustainable & high-quality Healthcare (call ID: CARE)
  • Destination 5: Unlocking the full potential of new tools, technologies and digital solutions for a healthy society  (call ID: TOOL)
  • Destination 6: Maintaining an innovative, sustainable & globally competitive health industry (call ID: IND)

These will be further extended with calls from the European Commissions Mission on "Conquering Cancer: Mission Possible".  Europe's aim by 2030 to have more than 3 million lives saved, living longer and better, achieve a thorough understanding of cancer, prevent what is preventable, optimise diagnosis and treatment, support the quality of life of all people exposed to cancer, and ensure equitable access to the above across Europe.

Under each destination, specific topics are released either as Research & Innovation Actions, Innovation Actions or Coordination and Support Actions.

Underlying ambitions and policies

Cluster 1 will mainly contribute to Sustainable Development Goal 3:  “Ensure healthy lives and promote wellbeing for all at all ages”

Research and innovation actions under this cluster are tuned to the Commissions aim to support its Member States in making innovative high-quality health technologies and health care both available and affordable for citizens as well as to rendering health care systems more accessible and sustainable, including through the digital transformation of health and care.  Besides curative approaches, the Europeans should also be assisted in promoting their own health and preventing diseases. These actions should therefore mobilise researchers from academic institutions, research organisations, small and medium enterprises, and large companies, as well as citizens and patients, patients associations, providers of health and care services and regulatory instances.
The actions within this work programme cluster health, are an instrument in the bigger EU4Health Programme that supports policies and priorities which aim to promote health.

Also the ambitious European Green Deal is intertwined in the topics identified in this cluster, i.e.
to take a One Health approach in tackling the impact of environmental degradation, pollution, biodiversity loss and climate change on citizens’ health and well-being as well as on health care systems and their ability to adapt rapidly to changing health care needs and conditions, due to global change.
