Research seminar by prof Linda Veiga (University of Minho - Portugal) on electoral manipulation in public procurement.

This Meet the Expert seminar features Linda Gonçalves Veiga, Professor of Economics at the University of Minho, who will present her latest research on the political economy of public procurement.

The seminar focuses on how electoral incentives shape municipal procurement decisions in Portugal. Drawing on a comprehensive dataset of all municipal contracts between 2010 and 2024, the study provides new empirical evidence on how procurement timing and composition shift around election periods.

The presentation will highlight key findings, including increased procurement spending before elections and a shift toward high-visibility construction projects. The seminar will be followed by a discussion session, allowing participants to engage with the methodological approach and policy implications of the research.
