Mihai-Razvan Corman presents his academic and practical insights in this Ukraine-plus lecture.

Drawing on his book about the EU’s anti-corruption efforts in the Eastern Neighbourhood and his experience at the German Agency for Development Cooperation (GIZ) in public sector reform in the Republic of Moldova, Mihai-Razvan Corman presents his academic and practical insights in a guest lecture titled “Tackling Corruption in the Eastern Neighbourhood of the European Union". He also analyzes the results of the pivotal Moldovan parliamentary elections of 28 September 2025 and explores their implications for Moldova’s future path toward EU integration.

Mihai studied law at Humboldt University in Berlin and completed the Advanced European Interdisciplinary Studies program at the College of Europe (Natolin). He earned his PhD in law at Ghent University in 2022 under the supervision of Prof. Peter van Elsuwege. Since 2021, he has worked for GIZ in Moldova—initially as an Adviser and, since 2024, as Deputy Project Manager—on projects focused on anti-corruption and public administration reform financed by the German government and the European Union. His book, EU Anti-Corruption Efforts in the Eastern Neighbourhood. The Ambitions–Capability Gap of the European Union, was published in 2024 by Brill in the Studies in EU External Relations series.
